What if my bedroom baseboard heater needs to be replaced?

Would the corporation do it free of charge, or I have to do it on my own?
Do I have to buy a heater myself and ask at the office to have it installed, or I have to look myself for a technician to install it?
When is the best time to do the replacement: now in the summer, when there is no power on the heaters, or when the electricity is turned back on late in the fall?
If I need to buy one myself, how do I know what to buy and from where. Any idea about how much would a new heater cost?
